(12p) The final 5-pages are the 1/6/2016 ‘Declaration of Susan McCarthy in Support of Respondent City’s Appeal Brief’. Ms. McCarthy was City Manager until 2005 and signed the disputed 2003 grant amendment. She also was a City employee from 1976 through 2005, thus is very familiar with the long history of airport disputes and the City’s three-decade commitment against extending FAA control of the airport.
