The Inspector General for the Department of Transportation (DoT-IG) is charged with monitoring and auditing department programs to combat waste, fraud, and abuse. They are frequently asked by Congress to do investigations and reviews. The DoT-IG issues audit reports, evaluations, and management advisories with findings and recommendations to improve program delivery and performance. For example, in fiscal year 2006, DoT-IG issued 76 audit reports, which identified more than $893 million in financial recommendations.

In summer 2009, FAA finally agreed to a Collective Bargaining Agreement (CBA) with the controllers Union, NATCA; this ended years of acrimonious impasse, after FAA had unilaterally imposed the ‘Whitebook’ in September 2006. However, past history shows FAA lacks controls to avoid substantial cost overruns. This DoT-IG report confirmed that problem applies still to the 2009 CBA, and made four recommendations to FAA.
