In an effort to emulate some of the values and strategies that were popular in the Reagan Administration, a newly-elected President Clinton had Vice President Al Gore embark on a large project. As part of this, FAA ended up contracting out 100 of the slowest air traffic control towers. Here is a copy of an early report, released just prior to the mid-term general election of 1994.
